Special Operations
Command decisions under severe time pressure. This domain handles the tasks where the cost of error is highest: reconnaissance, raids, evacuation of people and counter-terror, always within the law and in coordination with the Defence Forces.
What we do
Special operations are not about force for its own sake but about precision where ordinary means no longer work. The domain builds a culture of decision-making: discipline, legality, protection of civilian lives and of our own personnel. We act as part of the Ukrainian defence system, not outside it.
Reconnaissance and situational awareness
Gathering and verifying the information on which decisions rest. The aim is for the commander to see the situation as accurately as possible and never act blind. Methods are not disclosed.
Rapid time-critical action
Tasks where a decision is made in minutes, not days. The domain trains commanders to make well-founded decisions under pressure while keeping control and accountability.
Evacuation and rescue
Bringing people out of danger zones is one of the domain’s priorities. The lives of civilians and the wounded stand above any other objective of an operation.
Counter-terror
Protecting people and critical facilities from armed threats. We act with restraint and within the law: force is used only in response and only to the extent necessary.
How we work

Situation assessment
Before acting, the commander weighs the risks to people, the legality and the purpose of the task. Without a clear picture, no operation begins.

Planning and coordination
The task is planned and coordinated with the Defence Forces of Ukraine. We do not act on our own initiative: every operation has a basis, limits and a responsible person.
- 03
Execution
Disciplined work by trained teams, minimising risk to civilians. The priority is to complete the task and preserve life, not to display force.
- 04
Debrief and accountability
After the task comes a debrief: what worked, where the risks were, what was learned. Actions stay within the law and remain subject to internal oversight.
