Civil Defence
Community readiness, protection of the population and resilience to threats in emergencies.
What we do
For us, civil defence is care for people beyond the front line: a community is protected only when it knows what to do when the alarm sounds, where to go and whom to rely on. The domain prepares communities to act in emergencies, helps draw up evacuation plans, and counters sabotage and panic in coordination with local authorities and services.
Community preparedness
Training residents in practical actions during emergencies: alarm signals, conduct in shelters, first aid, and what to do under shelling or fire. Knowledge that a person keeps and passes on.
Evacuation planning
Developing clear routes, assembly points and procedures for individual buildings, institutions and entire communities. Special attention goes to people with limited mobility, children and the elderly.
Countering sabotage and panic
Vigilance for suspicious signs, information hygiene, and the ability to tell a genuine alert from manipulation. Calm and order within a community are a form of protection in themselves.
Coordination with services
Aligning actions with local authorities, rescue teams, medics and the organisation’s other domains, so that in a critical moment responsibility and communication are clear and help arrives in time.
How we work

Assessing the community
Together with local authorities we identify risks, existing shelters, vulnerable groups and weak points in alerting and communication.

Training and drills
We run classes and hands-on drills: first aid, conduct in shelters, response to an alarm signal, and information hygiene.

Plans and routes
We draw up clear evacuation plans, mark routes and assembly points, and agree procedures with services and neighbouring communities.

Support and updates
We stay in touch, repeat drills and revise plans in line with new threats, so that readiness does not fade over time.
